When Major Crimes morphed out of The Closer I stopped watching. i have since started watching the reruns and will watch the new season. It is an excellent show.

Me too OG! M*A*S*H was a classic with a host of delightfully funny characters who were also well rounded characters.
I'm disappointed Major Crimes is coming to an end. I wonder if we will see Brenda?

And I seem to have forgotten, who is Philip Stroh, is he the guy that tried to kill Rusty? If so why isn't he in jail...I don't remember.

Yes, Stroh is the bad guy that tried to kill Rusty. I think the last time we saw him is when he was in custody in a private meeting with his lawyer and he grabbed a can of pressurized air (to clean dust from electronics) and killed his lawyer by spraying that super cold air down his throat...and he escaped.
He might've been seen on the show since then but that's the last time I remember seeing him. He and Rusty both started on The Closer and were carried over to Major Crimes.
Btw, "Stroh" is played by the same actor who plays "Mitch" on Zoo! Well, played since Zoo has been canceled...
