This sounds like it could be a Canadian question, where they don't have palo verde trees, but it is a tree-like plant that has green limbs, and it's name means green stick. Tall tree translates as árbol alto, but I can't make that into any kind of California city, so will go with Palo Alto (falls down dead)    16.
