The sole vote this week goes to the non-HR house guest who is not on the block. If Chelsea wins veto she still does not get to vote. If she keeps the noms as is, the vote would go to Rubina to choose if Cam or MJ leave. If Chelsea used to save Cam for example and Rubina is replacement, it's Cam who votes who between Rubina and MJ to leave.
In the same way if one of the noms wins veto and pulls a Marcellus and stays on the block, the vote would go to the person not on the block (in this case Rubina).
If someone pulled a Tucker and won veto and used on the other nominee - say Cam won and then used veto on MJ to get Rubina on the block, MJ holds the vote to eliminate Cam or Rubina.

Here are the likely scenarios for veto:
Chelsie wins the veto: She has told Makensy she will veto her, giving Makensy the power to evict one of the nominees.
Cam wins the veto: He will veto himself and vote to evict Makensy, he has said.
Rubina wins the veto: She can keep the nominations the same and vote to evict one of the nominees. If she uses the veto, she goes up as the replacement nominee.
Makensy wins the veto: She will veto herself and cast the vote to evict.

Mitch, they all know that the nominations mean nothing at final four and this way she didn't appear to choose one ally over the other. They both understood but I gather Cam was still not so happy with being on the block.
Since he lost POV and Makensy won, he will now stay vulnerable along with Rubina.
