The answer might also depend on what year the question was written. We have probably 20-50 in my smallish town of 100,000, almost all of which have been installed in the past twenty years or so. Rats, I almost said shortbread, but the oats threw me. In fact I think that answer is probably wrong. I'll go look it up. I am back. I looked at 6-8 shortbread recipes at random. NONE of them contained oats. I am no cook, but I was pretty darn sure shortbread has no oats.
