From what I saw when the feeds went down, it looked like they were all still competing so why is only Cliff being blamed?

ETA: I am on another site and they are also blaming Cliff so I guess I must have missed something?

Many times on Survivor the contestants finish a comp even after a winner is declared...they get cheers for being finishers
